Introduced and explored the implications of the pan-European Irish relief program to war-torn countries. Posited that as a recent free nation the aid package was bound up with national self-perceptions and values, and was a means to legitimize neutrality on humanitarian grounds. It was part of the process of the social construction of Irish identity and values, and a precursor to Irish foreign policy's commitment to conflict resolution and humanitarianism in the 21st century.
