Ireland's assurances regarding the harbouring of Axis war criminals failed to placate the US. This identified the country as unique among its peers. The other neutrals' declarations were declared publicly as satisfactory by the US in the autumn of 1944. This paper drawing on US, UK and Irish archives puts forward an explanation for Irish exceptionalism that is based on diplomatic contingency and timing.
