Negative emissions technologies seem to be a necessary part of our climate change portfolio. However, their introduction should not be left to market forces, forces which are neither likely to optimize climate gains nor to promote moral values. Instead, we should strategically consider which moral values negative emission technology investment should support. I consider two specific values: need and efficiency. Both are morally important but they may conflict, yielding what I call a “Need-Efficiency Tradeoff Effect”, or NET Effect.
